Manuel Rivera was run over by a truck, injuring his pelvis and breaking his legs, an incident which took place on October 15, 1966, around 10:00 a.m., near Garces Highway and Glenwood Street, close to the packing shed. Strikers that day were obstructed the way to trucks, preventing them from either going to or coming out of the packing sheds where grapes, collected by strikebreakers, were about to be distributed to grocery chains across the nation.<\/span><\/p>\n

The immediate goal of the strikers was to pressure the company to organize elections, giving workers the option to be represented by the UFWOC. Rivera, 52-year-old at the time, was a farmworker that arrived in Delano in 1961 with his wife and children to work as a farmworker. He was one of the first rose workers in MacFarland to support “la causa.”<\/span><\/p>\n

Photographer Emmon Clarke, who captured these images, recalls running backward and shooting these events as they happened. C\u00e9sar Ch\u00e1vez heard of the incident and “he stepped in to save the driver”, said Clarke in an oral history interview by Richard Street. “The pickets were ready to kill him. C\u00e9sar probably saved his life. He let the grower have it. He called him a greedy bastard who had no business having a salesman driving one of those big trucks.” No arrest was made after the incident.\u00a0<\/span><\/p>\n

In mid-March 1966, the U.S. Senate Subcommittee on Migratory Labor, chaired by Democratic Senator Harrison Williams Jr. of New Jersey, held hearings in three California agricultural areas, including Delano, the headquarters of Cesar Chavez\u2019s union. The purpose of the hearings was to investigate the condition of migratory labor and to consider possible federal legislation that would protect the rights and labor conditions of farm workers.<\/p>

Williams had for several years been a strong advocate for protecting the rights of migratory workers. In 1959, he introduced legislation seeking to clean up a system that allowed unscrupulous labor contractors to exploit workers. Although the bills he introduced had not garnered enough support in Congress, Williams continued to press the issue. With news of the strike actions in California, Williams decided to take the committee on the road to gather firsthand, on-site testimony.<\/p>

The committee hearings began in Sacramento on March 14, moved to Visalia the following day, and then, on March 16, to Delano and ground zero for the union\u2019s dramatic grape strike.<\/p>

Chavez testified at the first hearing in Sacramento. He briefly recounted the history of the farm labor camps in California, the federal investigations headed by Senator Robert LaFollette three decades earlier that had exposed extensive abuses, and the fact that many of the labor camps that were still being used in the 1960s were the same ones exposed during those hearings and continued the same unconscionable treatment of farm workers\u2014the same child labor, the same notion that somehow farm workers were a different breed of people more able to withstand physical hardship and remain happy, and the same kind of justifications used by slaveholders generations before.<\/p>

Rev. Wayne Hartmire of the California Migrant Ministry and Bishop Hugh Donohoe, representing the Catholic Bishops of California, added a religious perspective to the farm workers struggles. One section of the document, he said, dealt specifically with a principle of social ethics that included the right to organize unions for working people.
